This is an appeal from an order of the Industrial Commission of Colorado permitting the appellee, Public Service Company, to withhold payment of workmens compensation benefits awarded to the appellant, Robert L. Olson. Since issues involving the constitutionality of a statute were raised, we accepted jurisdiction. See section 13-4-102(1)(b), C.R.S. 1973. We affirm.
